《悲惨世界》的前身是同名音乐剧，根据法国大文豪维克多-雨果(Victor Hugo) 1862年发表的长篇小说改编，故事围绕一名获释的罪犯冉阿让(Jean Valjean)展开，着重描写他寻求救赎的过程。《悲惨世界》是一部音乐剧电影，片中全部采用现场录音。
十九世纪的巴黎，贫苦的冉·阿让为了挨饿的孩子去偷面包，结果被饱食终日的法官判处5年的苦役，后又因逃狱加刑到19年。假释出狱后，假释证明的印记，使得他处处碰壁，走投无路的冉·阿让在路边露宿，被好心的米里哀主教收留过夜，却偷走了主教的银器潜逃，后被警察捉回。主教声称银器是送给他的，使冉·阿让免于被捕。主教的言行感化了冉·阿让，他撕毁了假释，不再向假释官定期报告，成为了追逃人员，但他化名成马德兰，洗心革面奋发向上，十年后成为成功的商人并当上市长，没人怀疑他的身份。但以前缉拿过他的警长沙威出现，发现了他的身份，又一次开始对他的抓捕。在此之前，冉·阿让得知了女工芳汀的悲惨遭遇，并承诺照顾她的私生女柯赛特。躲掉了沙威的追捕，带着柯赛特又一次销声匿迹。8年过去了，平静的生活再起波澜——柯赛特爱上了共和派青年马吕斯，轰轰烈烈的巴黎人民起义爆发了，沙威装作共和党人潜入内部，被一个小男孩认出，并被共和党逮捕，冉阿让救了他。当共和党失败时，冉阿让又救了重伤的马吕斯，当他们从下水道逃出的时候，遇到了沙威，沙威没忍心逮捕冉阿让，并放走了他们，最后沙威想不通这些事情跳河自杀了。冉阿让把马吕斯带到了柯赛特身边，他们在一起了。冉阿让不辞而别，终于在临死的时候，柯赛特和马吕斯再次见到了他......
